It is important not to separate the Trump administration’s environmental policies from its broader attack on civil rights. Environmental policy in the U.S. has always disproportionately hurt nonwhite communities. In one sense, Trump is merely picking up where his predecessors left off, taking advantage of a GOP-dominated government to lock in an extremist agenda. Repressive governments around the world have used access to basic resources like water as a political weapon. Manipulating access to environmental resources has long been a way for repressive powers to keep restive populations in line, and the United States is unfortunately not an exception.
